Who Must Comply with FBR Digital Invoicing and By When?

Who must comply with FBR digital invoicing in Pakistan, the deadline for each group, the penalties, and what to do now if your business is behind.

If your business is registered for sales tax in Pakistan, a printed invoice or a PDF from your accounting software no longer counts as a full sales tax invoice. Under FBR's digital invoicing rules, each invoice has to be sent to FBR's system as you issue it. FBR checks it, gives it a unique invoice number and adds a QR code. Only after that is it a valid tax document. Many business owners are still unsure whether this applies to them and when they had to comply. Most of the rollout deadlines have already passed. This guide covers who is covered, the dates for each group, and what to do if you are behind.

The idea is simple. Your invoicing system no longer keeps sales records only for itself. It connects directly to FBR's system, either through FBR's own channel (PRAL) or through an FBR-licensed integrator. When you raise an invoice: 1. Your software sends the invoice data to FBR as you issue it. 2. FBR checks the data, including the buyer's NTN/CNIC, the HS code, the tax rate and the amounts. 3. FBR returns a unique invoice number. 4. That number and a QR code are printed on the invoice you give to your customer. Your buyer can then claim input tax with confidence, and FBR sees your sales as they happen instead of waiting for your monthly return.

๐–๐ก๐จ ๐Œ๐ฎ๐ฌ๐ญ ๐‚๐จ๐ฆ๐ฉ๐ฅ๐ฒ? The short answer: every sales tax registered person who issues sales tax invoices under the Sales Tax Act, 1990. The rules don't depend on how your business is set up, so they cover: โ€ข Companies: public and private limited, listed and unlisted โ€ข Importers, whatever their turnover โ€ข Manufacturers that supply taxable goods โ€ข Wholesalers and distributors registered for sales tax โ€ข Individuals and associations of persons (AOPs) who are sales tax registered โ€ข Service providers under federal jurisdiction. In 2026 FBR extended electronic invoicing to federal excise duty and Islamabad Capital Territory services tax, with integration dates in June 2026 depending on category. What about Tier-1 retailers? Tier-1 retailers have long been required to connect their point-of-sale (POS) systems to FBR. That is a separate regime with its own rules. If you are a Tier-1 retailer that also makes business-to-business supplies, check whether the digital invoicing rules also apply to those B2B invoices. What about provincial services? Services taxed by provincial authorities (PRA, SRB, KPRA, BRA) follow each authority's own e-invoicing rules. FBR's digital invoicing covers federal sales tax. If you aren't sure about your own status, our step-by-step FBR digital invoicing checklist lets you confirm it in about ten minutes.

๐๐ฒ ๐–๐ก๐ž๐ง? ๐“๐ก๐ž ๐…๐๐‘ ๐ƒ๐ข๐ ๐ข๐ญ๐š๐ฅ ๐ˆ๐ง๐ฏ๐จ๐ข๐œ๐ข๐ง๐  ๐“๐ข๐ฆ๐ž๐ฅ๐ข๐ง๐ž FBR rolled this out in phases, and it changed the schedule more than once. The first timetable (SRO 709(I)/2025, April 2025) was replaced by SRO 1413(I)/2025 and then by SRO 1852(I)/2025 of 24 September 2025, which sets the current timetable. Under this timetable, the largest businesses went first. Public companies, importers, and companies with sales tax turnover above Rs 1 billion had to start issuing digital invoices from 1 November 2025. Other companies, along with individuals and AOPs with higher turnover, followed in phases through November and December 2025. All remaining sales tax registered persons had to start by 31 December 2025. In 2026, FBR also brought federal excise duty and Islamabad Capital Territory services tax registrants into the system, with integration dates in June 2026 depending on their category. The bottom line: if you are a sales tax registered business and are not yet issuing FBR-verified invoices, your deadline has almost certainly passed. You are not "getting ready early". You are catching up. FBR also issued Sales Tax General Order No. 01 of 2026. It lets a business use more than one licensed integrator and gives a 72-hour window to correct an invoice. That window helps day-to-day operations, but it does not extend any deadline.

The penalties are heavy and get stricter with each repeat: โ€ข Fines under the Sales Tax Act, 1990 start at Rs 500,000 for the first default and can reach Rs 3,000,000 for repeated defaults. โ€ข Suspension of sales tax registration: since 1 July 2026, FBR can suspend the registration of a business that hasn't integrated. If that happens, you can't issue valid sales tax invoices at all. โ€ข Problems for your buyers: buyers increasingly refuse invoices that lack an FBR invoice number and QR code, because they risk losing their input tax claims. Non-compliant suppliers can lose customers quietly. โ€ข Audit risk: a business whose returns don't match FBR's real-time data is an easy target for audits and notices. In practice, the lost business usually costs more than the fines.

Log in to IRIS and check your sales tax registration, business activity and the category you fall into. 2. Clean up your master data. Every customer needs a correct NTN or CNIC, and every product needs the correct HS code, tax rate and unit of measure. Most rejected invoices come from bad master data, not from software problems. 3. Choose how to connect. You can connect directly through PRAL or use an FBR-licensed integrator. Going direct needs in-house technical work, including API tokens, a sandbox, testing and ongoing maintenance. An integrated invoicing platform takes care of that for you. 4. Test in the sandbox. FBR requires you to pass test scenarios before you can go live. Plan for at least a few days. 5. Go live and keep an eye on it. Track rejected invoices every day and use the 72-hour correction window when you need it. Our guide to common FBR digital invoicing errors and how to fix them covers the problems that most often block businesses during testing.

No. If you are registered for sales tax, the final phase (31 December 2025) covers you. Turnover affected only when you had to comply, not whether you have to. Can I keep using my current accounting software? Only if it can connect to FBR through PRAL or a licensed integrator. Many older desktop systems can't. I issued an invoice with a mistake. What now? Under STGO 01 of 2026, you have 72 hours to correct it. After that, you will need a debit or credit note.
